A Credible Messenger-Based Approach to Youth Transformation, Accountability, and Reentry Support

The Louisiana Credible Connections Initiative (LCCI) is a proposed credible-messenger-style program to be piloted within the Louisiana Office of Juvenile Justice. The initiative seeks to connect justice-involved youth with trained, trusted adults who can build authentic relationships, provide guidance, model accountability, and support positive transformation.

LCCI is grounded in the belief that young people are more likely to change when they are supported by individuals who understand their lived realities, can earn their trust, and can help them see a future beyond system involvement.

What Is a Credible Messenger?

A credible messenger is a trusted adult who can reach, mentor, and guide young people through their lived experience, community connections, professional training, or demonstrated ability to build authentic relationships with youth.

Credible messengers may include formerly justice-involved individuals, community mentors, violence prevention workers, reentry specialists, peer support leaders, faith-based mentors, restorative justice practitioners, and other trained adults who can connect with youth in meaningful and transformative ways.

The role of a credible messenger is not to excuse harmful behavior. The role is to help young people take responsibility, build self-worth, develop new decision-making skills, and stay connected to positive supports.

Purpose of LCCI

The purpose of the Louisiana Credible Connections Initiative is to create a structured pathway for connecting youth in OJJ custody or supervision with credible messengers who can support their personal growth, rehabilitation, and successful return to their communities.

LCCI is designed to strengthen youth engagement by using trusted relationships as a foundation for:

Personal accountability
Emotional regulation
Conflict resolution
Positive identity development
Educational and vocational motivation
Family and community reconnection
Reentry preparation
Reduced isolation during placement
Long-term desistance from delinquent behavior

The Louisiana Credible Connections Initiative is designed to:

Connect youth with trained, credible messengers and mentors
Support rehabilitation through trusted, consistent relationships
Promote accountability without shame or abandonment
Strengthen youth motivation, identity, and future orientation
Support reentry planning before release or community transition
Reduce isolation among youth in custody or supervision
Improve engagement between youth, families, communities, and OJJ staff

Build community-based support networks around youth returning home

Who LCCI Serves

LCCI is designed to serve:

Youth in OJJ secure care facilities
Youth in non-secure placement
Youth under community supervision

Credible messengers, mentors, and community partners supporting youth transformation

Credible messengers participating in LCCI may provide:

Credible messengers should receive appropriate training, screening, supervision, and support to ensure that services are safe, ethical, consistent, and aligned with the rehabilitative goals of the Louisiana Office of Juvenile Justice.
